This authority, which was controlled by three institutions previously as Keselwatte Town Council, a part of Thalpitibadda Village Council, a part of Waaddu-Waskadubadda Village Council, got established as the Panadura Pradeshiya Sabha when Pradeshiya Sabha were established by the Pradeshiya Sabha Act No. 15 of 1987.

At present, this authority consists of three sub offices namely; Keselwatte, Thanthirimulla and Waadduwa while the main office of Panadura Pradeshiya Sabha is located in Waadduwa town. When merging the Town Councils, which were controlled by three institutions, into one institution, a large number of obligations and functions (public utility services, public thoroughfares and public health) have been assigned therewith.

The public of the area of authority expects to get services such as: road development, construction of new thoroughfares, construction of bathing wells and wells for drinking water, construction of bridges and culverts and illumination of streets by street lamps, waste disposal, environment conservation and health preservation, accomplished by the Pradeshiya Sabha.

Panadura Pradeshiya Sabha functioning under the Western Provincial Council consists of an area of around 41.63 Square Kilometers under its authority and the total population living there is around 220,000.
